Is it mandatory for restaurants to wash glasses after every use?

My brother and I were once in a Chinese restaurant, having ordered our food. It was one of those family owned restaurants where everyone helps, even the small children. We have always thought that was charming. Water glasses were put on the table, and we noticed that his was dirty. So we called one of the children over to take it away, and replace it. Instead, he called his mother. She came to the table and insisted that the glass was not dirty. We got up at once to leave, and she tried to inform us that we were not allowed to leave because our order was underway.
One would hope………..
